Steven Beasley | Founder & Executive Director
Steven is a dedicated community advocate who brings a deep, authentic understanding of systemic barriers to Care4All. Raised in Baltimore’s public housing communities, his lived experience makes him a vital “credible messenger,” allowing him to build immediate, genuine trust with the city’s most vulnerable populations. Combining his passion for community healing with formal Peer Recovery training and business leadership, Steven guides the vision for Care4All’s wellness, youth enrichment, and mobile outreach initiatives.
Antoine Langley | Co-Founder & Director of Operations
Antoine is an award-winning community advocate, certified Community Health Worker (CHW), and operations expert. Bringing years of community outreach leadership, he is deeply committed to violence prevention and trauma-informed care. Recognizing that a great community vision must be backed by strong organization, Antoine designs Care4All’s logistical framework, ensuring our outreach programs are safe, efficient, and capable of proving their impact.

He serves as a crucial bridge to community resources, actively facilitating partnerships to secure professional attire and wrap-around support for Care4All’s workforce readiness clients.
Reginald Simms | Board Member
Reginald brings valuable front-line operational experience and a dedication to Baltimore’s working-class neighborhoods. Drawing on his background in local industrial expansion and grassroots organizing, Reginald provides vital, grounded oversight for Care4All’s re-entry and job-readiness programs.
